What Is a Blue Slip (AUVIS Inspection)?

A blue slip is an official vehicle identity and safety inspection report required by Transport for NSW (TfNSW). It is formally known as the Authorised Unregistered Vehicle Inspection Scheme (AUVIS). The AUVIS system exists to ensure that any vehicle entering or re-entering the NSW registration system is safe, correctly identified, and compliant with Australian standards.

While most Sydney drivers are familiar with the annual pink slip (eSafety Check) needed for registration renewal, the blue slip goes significantly further. It is a more comprehensive assessment that covers both the physical safety of the vehicle and its legal identity. Think of it as a “fresh start approval” for your car’s registration.

A blue slip verifies your vehicle’s identity, roadworthiness, and compliance with NSW safety standards before a new registration can be issued. The inspection is performed by authorised stations like Hot Tyres and the results are transmitted electronically to Service NSW.

You will need a blue slip if your vehicle falls into any of these categories:

  • Registration has been expired for more than three months (91+ days)
  • Vehicle is being transferred from another state or territory to NSW
  • Vehicle has been written off and subsequently repaired
  • Vehicle is an import not previously registered in Australia
  • Vehicle has undergone significant modifications
  • Vehicle is being registered for the first time in NSW (custom-built, kit cars)

The 3-Month Rule: Why Registration Lapses Trigger a Blue Slip

One of the most common reasons drivers need a blue slip is the strict 3-month (91-day) rule enforced by Service NSW. Life gets busy — you might be overseas, dealing with personal matters, or simply forget a renewal notice. If your registration expires by even one day past the 91-day mark, your vehicle’s status changes to “cancelled” in the Service NSW system.

Once a vehicle is cancelled, you cannot simply pay a late fee and pick up where you left off. The entire registration process must start from scratch. This means a full AUVIS inspection, including a rigorous identity check where the inspector must verify the engine number and VIN (Vehicle Identification Number). If these numbers are hard to read or do not match the paperwork, the process can stall significantly.

The 3-month rule also means your Compulsory Third Party (CTP) insurance — also known as a Green Slip — lapses at the same time. If you are involved in an accident while unregistered and uninsured, you could be personally liable for millions of dollars in medical bills and property damage. This is why acting promptly when your registration is approaching its expiry date is so important.

Why Do You Need a Blue Slip?

The Roads and Maritime Services (RMS), now part of Transport for NSW (TfNSW), requires blue slip inspections to protect both drivers and the community. A vehicle that has been off the road, imported, or modified needs to prove it is safe, compliant, and legal before it can join traffic on NSW roads.

Without a blue slip, your registration application will be denied, meaning you cannot legally drive the vehicle on public roads. The inspection also ensures the vehicle is not stolen, is not assembled from parts of written-off vehicles, and meets the Australian Design Rules (ADRs) that govern vehicle safety standards nationwide.

For vehicles with significant modifications — such as engine swaps, lowered suspension, or aftermarket exhaust systems — a VSCCS (Vehicle Safety Compliance Certification Scheme) certificate from an authorised engineer may be required before the blue slip inspection can be completed. This ensures that modifications have not made the vehicle dangerous to the driver or other road users.

Fines and Penalties for Driving Unregistered

Ignoring the need for a blue slip is a high-stakes gamble. The consequences of driving an unregistered and uninsured vehicle in NSW are severe and can compound rapidly.

NSW Fines at a Glance

Driving unregistered vehicle$700
Driving without CTP insurance$700
Defective tyre (per tyre)$349 + 3 demerit points
Potential total (worst case)$2,796+ and 12 demerit points

Source: Revenue NSW. Fines current as of 2026. Four defective tyres at $349 each = $1,396 plus 12 demerit points, on top of $1,400 for registration and insurance offences.

The financial penalties are just the beginning. If you are caught by a mobile camera or police officer while driving unregistered, you are looking at over $1,400 in fines instantly before anyone even looks at the condition of your tyres. If your tyres are bald, that single traffic stop could cost you $2,796 and your licence in one afternoon.

Beyond the fines, there is the issue of personal liability. Without CTP insurance, if you are at fault in an accident that injures another person, you may be personally responsible for their medical expenses, lost income, and rehabilitation costs. These claims can run into the hundreds of thousands or even millions of dollars.

What Does a Blue Slip Inspection Cover?

Blue slip inspections are significantly more thorough than a standard pink slip. The inspection covers two major areas: vehicle identity verification and safety compliance. At Hot Tyres, our authorised inspectors carefully check every component required by Transport for NSW.

Vehicle Identity Verification

  • VIN (Vehicle Identification Number) — matching the physical stamp to official records
  • Engine number — confirming it matches documentation and has not been tampered with
  • Chassis number — verifying structural identification
  • Number plate verification (if applicable)
  • Vehicle history check — particularly for previously written-off vehicles

Safety and Compliance Check

  • Tyres and wheels — correct tread depth (minimum 1.5mm), condition, and compliance with the tyre placard
  • Brakes — testing pads, discs, fluid levels, stopping performance, and handbrake hold
  • Suspension and steering — checking stability, control, and component condition
  • Lights and electricals — headlights, high beams, indicators, brake lights, hazard lights, and number plate light
  • Seatbelts and safety features — ensuring all restraints work correctly and meet standards
  • Windscreen and windows — checking for cracks in the primary vision area, chips, and illegal tinting
  • Chassis and body — inspecting for structural rust, collision damage, or unsafe modifications
  • Exhaust system — checking for leaks, noise levels, and emissions compliance
  • Mirrors, doors, and body panels — ensuring structural integrity and safe operation
  • ADR compliance — confirming the vehicle meets Australian Design Rules, including any modifications

If your vehicle has been modified (lowered suspension, engine swap, aftermarket exhaust, changed steering wheel), the inspector must verify that these modifications comply with NSW regulations. Significant modifications require a VSCCS certificate from an authorised engineer before the blue slip can be issued.

Tyre Standards and Requirements

Tyres are one of the most common failure points in a blue slip inspection, and as a tyre specialist, Hot Tyres pays particular attention to this area. Here is what your tyres must meet to pass:

  • Minimum 1.5mm tread depth across the full width of the tread and around the entire circumference
  • E-mark certification — all tyres sold and used in Australia must carry the E-mark, as required by the Department of Infrastructure
  • Tyre placard compliance — the tyres fitted to your vehicle must match the specifications on the vehicle’s tyre placard for size, load rating, and speed rating
  • No visible damage — sidewall bulges, cuts, or exposed cords are automatic failures

Quick test: You can check your tread depth at home using a 20-cent coin. Place the coin into the tread groove. If you can see the platypus’s bill, your tread is too low and will not pass inspection. If in doubt, visit our workshop and we will measure your tread depth accurately with a gauge.

If your tyres need replacing before or during the inspection, our tyre fitting team can source and fit compliant tyres on the spot, saving you time and an additional trip.

Blue Slip vs. Pink Slip

It is easy to confuse pink slips and blue slips, and mixing them up is one of the most common mistakes drivers make. Here is the clear difference:

FeaturePink Slip (eSafety Check)Blue Slip (AUVIS)
PurposeAnnual registration renewalNew/re-registration of specific vehicles
When requiredVehicles over 5 years old at renewalUnregistered 91+ days, interstate, imports, write-offs, modified
ScopeBasic safety checkComprehensive safety + identity + ADR compliance
Identity checkNoYes (VIN, engine number, chassis)
ADR complianceNoYes
CostLowerHigher (more comprehensive)

A blue slip includes everything a pink slip covers and much more. If you receive a blue slip, you do not also need a separate pink slip — the blue slip fulfils both requirements.

Always check the expiry date of your registration before booking. If your registration expired less than 91 days ago, you only need a pink slip. If it has been 91 days or more, call us and ask for an AUVIS (blue slip) inspection.

The Process of Getting a Blue Slip at Hot Tyres

Here is what to expect when you visit Hot Tyres for your blue slip inspection:

  1. Book your inspection: Call us on (02) 9533 6138 or visit our Riverwood workshop to schedule your blue slip check. Same-day appointments are available subject to capacity. Walk-ins are welcome, but booking is recommended for faster service.
  2. Obtain an Unregistered Vehicle Permit (UVP): If your vehicle is unregistered, you will need a UVP from Service NSW to legally drive it to our workshop.
  3. Bring your vehicle and documents: You will need the vehicle itself, proof of identity (such as a driver licence), and proof of vehicle ownership (registration papers, bill of sale, or import approval). If your vehicle has been modified, bring any engineering certificates or compliance paperwork.
  4. Inspection: Our licensed and authorised mechanics carry out the full AUVIS inspection, checking identity, safety, and compliance. This typically takes 30–60 minutes.
  5. Report issued: If the car passes, we electronically transmit the blue slip report directly to Service NSW. The report is available in their system immediately.
  6. Repairs (if needed): If your car fails, you will receive a detailed defect notice outlining exactly what needs to be repaired. We can perform most repairs on-site, including tyres, brakes, lights, and suspension work. You have 14 days to fix the issues and return for a re-inspection at a reduced fee.

What to Do After Getting Your Blue Slip

Once your vehicle passes the blue slip inspection, there are three steps to complete the registration process:

  1. Blue Slip (complete): Your inspection report has been submitted electronically to Service NSW by Hot Tyres.
  2. Purchase a Green Slip (CTP insurance): You must buy Compulsory Third Party insurance from an authorised provider. Shop around for the best rate — prices vary between insurers. You can compare Green Slip prices at greenslips.nsw.gov.au.
  3. Register at Service NSW: With your blue slip lodged and Green Slip purchased, you can complete your registration online at the Service NSW website, by phone, or in person at a Service NSW centre. You will pay the registration tax and receive your number plates (if applicable).

Important: Your blue slip is valid for 42 days from the date of issue. You must complete the registration process within this window, or you will need to pay for a new inspection. We recommend heading straight to Service NSW as soon as your Green Slip is sorted.

How Long Does a Blue Slip Take?

A standard blue slip inspection at Hot Tyres typically takes between 30 and 60 minutes, depending on the vehicle type and its condition. During this time, the technician checks everything from the VIN and engine numbers to the brake performance and structural integrity.

If the vehicle has many modifications or if the identification numbers are difficult to locate, the inspection may take longer. We recommend booking an appointment in advance so we can dedicate a hoist and technician to your vehicle immediately. You are welcome to wait in our comfortable seating area while we complete the check.

In most cases, you will walk out with your blue slip on the same day.

How Much Does a Blue Slip Cost in Sydney?

Blue slip inspection fees are regulated by the NSW Government. Here are the current fees by vehicle type:

Vehicle TypeApproximate Cost
Light vehicles (cars, utes, vans)~$70
Motorcycles~$42
Trailers (under 250kg)~$24
Trailers (over 250kg)~$39

Please note: These fees cover the inspection itself. If your vehicle requires repairs to pass (such as new tyres, brake pads, or light bulbs), those repair costs are quoted separately. At Hot Tyres, we always provide a clear quote before beginning any repair work — no hidden fees or surprise charges.

The blue slip fee does not include the cost of your CTP Green Slip (insurance) or the registration fees charged by Service NSW. These are three separate costs in the registration process.

What Happens if You Fail a Blue Slip?

If your vehicle does not pass the inspection, there is no need to panic. Our inspector will provide you with a detailed defect report (sometimes called a white slip) listing every issue that must be addressed before the vehicle can pass.

You have 14 days from the date of the initial inspection to fix the issues and return for a re-inspection. If you return to Hot Tyres within this 14-day window, you typically only pay a small re-inspection fee rather than the full price again. If you wait longer than 14 days, the report expires and you must pay for a completely new inspection.

At Hot Tyres, we can repair most common failure points on-site:

  • Tyre replacement and fitting
  • Brake pad and disc replacement
  • Light bulb and globe replacement
  • Suspension component repair
  • Exhaust system repair
  • Wheel alignment corrections

This means you can often get the repairs done and the re-inspection completed in a single visit, getting you back on the road faster.

Unregistered Vehicle Permit (UVP)

If your vehicle is currently unregistered, you cannot legally drive it on public roads — not even to get it inspected. To solve this, you need an Unregistered Vehicle Permit (UVP) from Service NSW.

A UVP allows you to legally drive your unregistered vehicle for specific purposes, including travelling to and from an authorised inspection station. This is particularly important if you have bought an unregistered car and need to get it to our workshop for a blue slip.

You can apply for a UVP:

  • Online through the Service NSW website
  • In person at any Service NSW centre
  • By phone through Service NSW

The permit is valid for a limited period and a specific route. Make sure you have the UVP before driving the vehicle to Hot Tyres for your inspection.

Common Mistakes to Avoid

Based on thousands of inspections at our workshop, here are the most common mistakes drivers make when getting a blue slip:

  1. Confusing a blue slip with a pink slip: If your registration has been expired for more than 90 days, you need a blue slip, not a pink slip. Always check the exact expiry date before booking.
  2. Letting tyre tread get below 1.5mm: Tyres are one of the most common failure points. Use the 20-cent coin test before you come in, or visit us for a free tread depth check.
  3. Not cleaning the engine bay: If the inspector cannot read the engine number because of grease and grime, they cannot verify the vehicle’s identity. Spend ten minutes with degreaser on the engine bay before your appointment.
  4. Booking at the last minute: If your interstate permit or UVP is expiring soon, give yourself at least a week’s buffer. This allows time to order parts and complete repairs if your vehicle fails the initial inspection.
  5. Assuming an interstate roadworthy equals a NSW blue slip: Even if your car has a current roadworthy certificate from Queensland, Victoria, or any other state, you must still undergo the NSW AUVIS process. Each state has different safety and equipment standards.
  6. Forgetting essential documents: Always bring your photo ID, proof of ownership, and any modification or engineering certificates. Missing paperwork will delay the process.
  7. Leaving clutter in the vehicle: We need to check every seatbelt and inspect the interior. If the back seat is full of boxes or child seats, it slows down the inspection. Clear the vehicle out before you arrive.

Common Situations Requiring a Blue Slip

  1. You bought an interstate car and want to register it in NSW — even if it has a valid roadworthy from another state.
  2. Your car has been unregistered for more than 3 months — the 91-day rule has kicked in and your status is “cancelled.”
  3. You repaired a written-off vehicle and want to get it back on the road legally.
  4. You modified your car — engine swaps, suspension changes, exhaust modifications, or other significant alterations.
  5. You imported a vehicle from overseas and it has never been registered in Australia.
  6. You are registering a custom-built or kit car for the first time in NSW.
  7. You bought an unregistered vehicle privately and need to register it in your name.

In all these cases, Hot Tyres is your trusted AUVIS inspection station in Sydney.

Frequently Asked Questions

What is a blue slip and what does AUVIS stand for?

A blue slip is a comprehensive vehicle identity and safety inspection required by Transport for NSW. AUVIS stands for Authorised Unregistered Vehicle Inspection Scheme. It is needed whenever a vehicle is entering or re-entering the NSW registration system, such as unregistered vehicles, interstate transfers, imports, repaired write-offs, or significantly modified vehicles.

When do I need a blue slip in NSW?

You need a blue slip if your vehicle has been unregistered for more than 3 months (91 days), is being transferred from another Australian state or territory to NSW, is a new or used import, has been written off and repaired, or has undergone significant modifications such as engine swaps or suspension changes.

What happens when registration expires for more than 3 months?

When your NSW registration expires for 91 or more days, your vehicle’s status changes to “cancelled” in the Service NSW system. You cannot simply pay a late fee. You must start the registration process from scratch, which requires a full blue slip (AUVIS) inspection including identity verification of the VIN and engine number, followed by purchasing a new CTP Green Slip and re-registering at Service NSW.

What is the difference between a blue slip and a pink slip?

A pink slip (eSafety Check) is for vehicles already registered in NSW that need annual renewal for cars over 5 years old. A blue slip is more comprehensive and required for unregistered, interstate, imported, written-off, or modified vehicles. A blue slip includes everything a pink slip covers plus identity verification and ADR compliance checks. If you have a blue slip, you do not need a separate pink slip.

How much does a blue slip cost in NSW?

Blue slip inspection fees are regulated by the NSW Government. For light vehicles (cars, utes, vans) the cost is approximately $70. Motorcycles cost approximately $42. Trailers under 250kg cost approximately $24, and heavier trailers approximately $39. Additional repair costs, if your vehicle requires work to pass, are quoted separately.

Does the blue slip fee include CTP insurance or registration?

No. The blue slip is strictly an inspection report. You must separately purchase a CTP Green Slip (insurance) from an authorised provider and then pay registration fees at Service NSW. These are three separate costs in the registration process.

How long does a blue slip inspection take?

A standard blue slip inspection at Hot Tyres takes between 30 and 60 minutes, depending on the vehicle type and condition. If the vehicle has many modifications or if identification numbers are difficult to locate, it may take longer. We recommend booking in advance for the fastest service. Same-day approvals are available in most cases.

What does a blue slip inspection check?

A blue slip inspection covers two areas: vehicle identity (VIN, engine number, chassis number) and safety compliance (brakes, steering, suspension, tyres, lights, seatbelts, windscreen, exhaust emissions, body condition, mirrors, and compliance with Australian Design Rules). It is significantly more thorough than a standard pink slip.

What happens if my vehicle fails the blue slip inspection?

If your vehicle fails, you receive a detailed defect report listing every issue that needs repair. You have 14 days to fix the problems and return for a re-inspection, which is usually at a reduced fee. At Hot Tyres, we can repair most common failure points on-site (tyres, brakes, lights, suspension), often completing repairs and re-inspection in the same visit.

How long is a blue slip valid for?

A blue slip is valid for 42 days from the date of issue. You must complete the registration process (including purchasing a Green Slip and registering at Service NSW) within this period. If the 42 days expire, you will need to pay for a new inspection.

Can I get a blue slip for an interstate vehicle?

Yes. A blue slip is mandatory for any vehicle being transferred from another Australian state or territory to NSW, even if the car has a current roadworthy certificate from Queensland, Victoria, or elsewhere. Each state has different safety standards, so the NSW AUVIS process is required to verify compliance with NSW requirements and Australian Design Rules.

Can I drive an unregistered car to the inspection station?

Yes, but you must first obtain an Unregistered Vehicle Permit (UVP) from Service NSW. This permit allows you to legally drive an unregistered vehicle to and from the inspection station. You can apply for a UVP online, in person at a Service NSW centre, or by phone. Driving without a UVP is illegal and can result in a $700 fine.

Can I get a blue slip for a modified vehicle?

Yes, but all modifications must comply with Australian Design Rules (ADRs) and NSW road safety regulations. Significant modifications such as engine swaps, lowered suspension, or roll cages may require a VSCCS (Vehicle Safety Compliance Certification Scheme) certificate from an authorised engineer before the blue slip can be issued. We can advise you on what documentation is needed.

Do motorcycles and trailers need a blue slip?

Yes. Motorcycles, scooters, trailers, and caravans all require a blue slip under the same circumstances as cars (unregistered for 91+ days, interstate transfer, etc.). Hot Tyres provides inspections for all these vehicle types. The inspection fee varies: motorcycles are approximately $42, trailers under 250kg are approximately $24, and heavier trailers approximately $39.

Can I get a blue slip for an imported car?

Yes, but the imported vehicle must meet Australian Design Rules (ADRs) and have proof of import approval from the Department of Infrastructure. Imported vehicles undergo a thorough compliance check to ensure they meet Australian safety and emissions standards. Contact us to discuss the specific requirements for your import.

Can I get a blue slip for a written-off vehicle?

Yes, if the vehicle was classified as a repairable write-off (not a statutory write-off) and has been properly repaired. The inspection will be particularly thorough, checking that the vehicle’s identity matches records and that all repairs meet safety standards. The vehicle must also pass a Written-Off Vehicle Inspection (WOVI) before it can be re-registered.

What documents do I need for a blue slip inspection?

You need to bring: a valid photo ID (such as a NSW driver licence), proof of vehicle ownership (registration papers from another state, bill of sale, or import approval documents), and the vehicle itself. If the vehicle has been modified, bring any engineering certificates or VSCCS compliance paperwork. For interstate transfers, bring your previous state’s registration papers and proof of your NSW address.

Is a brand new car exempt from needing a blue slip?

Generally, yes. Brand new vehicles purchased from an authorised NSW dealer do not require a blue slip, as the dealer handles initial registration and compliance. However, if you purchased a new vehicle from an interstate dealer or imported a new car yourself, you will likely need a blue slip to establish it in the NSW system.

Can I register my car online after getting a blue slip?

Yes. Once the blue slip is submitted electronically by Hot Tyres, you can complete the registration process online through the Service NSW website, by phone, or in person at a Service NSW centre. You will need to have purchased a CTP Green Slip before finalising the registration.

Can rust cause a blue slip failure?

Surface rust is generally acceptable, but significant structural rust that compromises the integrity of structural members such as chassis rails, pillars, or body mounts will cause a failure. If the rust is “flaky” or “bubbling” and has weakened the metal, the vehicle cannot pass until the affected areas are properly repaired or replaced.

Can I fail a blue slip for broken lights?

Yes. Every light on the vehicle must work, including headlights, high beams, indicators, brake lights, hazard lights, and the number plate light. Faulty or missing lights are one of the most common causes of blue slip failure. The good news is that light bulbs are inexpensive and we can often replace them on the spot.

Is window tinting checked in a blue slip?

Yes. Window tinting is checked for compliance with NSW regulations. Illegal tinting (too dark) on the front windscreen or front side windows can cause a failure. NSW law requires the front windscreen to allow at least 75% of light through and the front side windows to allow at least 35% of light through.

What fines can I receive for driving an unregistered vehicle in NSW?

Driving an unregistered vehicle in NSW carries a fine of $700. You will also receive a separate $700 fine for driving without CTP insurance, as your insurance lapses when registration expires. If your tyres are also defective, each tyre carries a $349 fine and 3 demerit points. In a worst-case scenario with four bad tyres, you could face over $2,796 in fines and 12 demerit points from a single traffic stop.

Can Hot Tyres do both pink slips and blue slips?

Yes. Hot Tyres is an Authorised Inspection Station (AIS) licensed to perform both pink slip (eSafety Check) and blue slip (AUVIS) inspections. We are also a full-service workshop offering tyres, brakes, suspension, wheel alignment, and general mechanical repairs — making us a convenient one-stop shop.
